Josh Strader is a Tier II sex offender for having sex with a 14 year old when he was 19. He is now 28 and his “victim” is his wife. Proposed changes to the Ohio sex offender registry my bring relief to Strader and those with cases like his by giving judges more discretion and allowing ex-offenders to petition to be removed from the registry. The proposed changes would see the Ohio registry adopting a more risk-based system (the state currently uses an offense-based classification system).
