4,000 sex offenders in Illinois have effectively been given life sentences after being granted parole because they are having trouble finding placement with Illinois’s residency restrictions. They are not being released and their extra time in prison does not count towards the completion of their parole. The Plaintiffs claim life sentences not handed down by a judge are a civil rights violation.
