The 8th Circuit U. S. Court of Appeals has reversed a previous decision that declared Minnesota’s civil commitment for sex offenders unconstitutional. This is a tremendous setback for the civil rights lawyers who have been battling the Minnesota Sex Offender Program (MSOP) and the more than 700 offenders who sued the state in this case and are behind held indefinitely without being sentenced.
