In January a federal court overturned a previous decision that  the Minnesota Sex Offender Program (MSOP) is unconstitutional. By ruling the program (civil commitment) constitutional, the federal court halted much needed reforms. The group of offenders who have been fighting MSOP in court are now appealing this decision. Their attorney asserts the claims of the clients were not addressed by the federal court.
