North Carolina House Bill 684 calls for establishing an annual fee for sex offenders to be listed on the sex offender registry. The fee would be $90. According to the bill, failure to pay the fee would not prevent someone from being registered or lead to criminal charges, but the state attorney general’s office could sue for the money.
