California’s SB 421 proposes a tiered registration system for sex offender. This would place sex offenders in difference categories based on risk level and severity of offense. Currently all of California’s sex offenders are required to register as sex offenders for life. If California adopts a tiered system some offenders will be able to get off the registry after certain period of time.
