A federal appellate judge is questioning why a state attorney from Nebraska is pushing to put a 15-year-old boy on the public sex offender registry. The boy was 11 when he was convicted in juvenile court in Minnesota. He moved to live with relatives in Nebraska where authorities decided he needed to register as a sex offender.
